The City of Elkins is looking for an entry-to-mid-level Accounting Clerk with the ability and eagerness to provide high-quality services, delivered in a professional, responsive, and friendly manner. This position will work in the Treasury Department assisting customers, taking payments, invoicing, and other general accounting duties.

Job Summary:  Under general supervision, the accounting clerk I will compute, classify, and record numerical data to keep financial records complete. Perform any combination of routine calculating, posting, and verifying duties to obtain primary financial data for use in maintaining accounting records. May also check the accuracy of figures, calculations, and postings pertaining to business transactions recorded by other workers.  The accounting clerk may also compile, compute, and record billing, accounting, statistical, and other numerical data for the City’s utility and court billing purposes. Occasionally will serve as backup for utility billing clerk. Reports to City Treasurer.

Job Duties:

  • Check & Process Dropbox 2-3x per day
  • Check email & communicate with customers
  • Take in-person customer utility payments & questions
  • Refer customers in person & via phone to appropriate department
  • Take and process in-person payments
  • Data entry in spreadsheets to track customer accounts
  • Create invoices for rolloffs and mail/email to customers (weekly)
  • Collaborate with building inspector to submit building permit applications
  • Process business license payments and track active city licenses
  • Process and track business and occupation tax payments
  • Sort and process City of Elkins mail
  • Create  and send special pickup invoices
  • Filing Treasury records
  • Assisting Utility billing with filing/customer communication where possible
  • Send new city business license information to Randolph County Assessor
  • Bill for Rolloff Rental Fees
  • Send Rolloff billing statements for activce accounts
  • Invoice Randolph County Solid Waste Authority (Quarterly)

Other Duties:

  • Comply with all safety policies, practices and procedures.  Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts to achieve departmental and company goals.
  • Perform other duties as assigned by supervisor or position of higher authority.
  • Provide leadership to others through example and sharing of knowledge/skill.

Minimum Training and ExperienceRequires an Associate’s degree (A.A.) or equivalent from two-year college or technical school; or six (6) months to one year related experience and/or training; or equivalent combination of education and experience.

Physical Requirements:  The employee almost continually talks or listens, uses hands to finger, handle, or feel; the employee generally stands,  sits, and reaches with hands and arms; the employee occasionally walks, climbs or balances, stoops, kneels, crouches, or crawls.

Lifts Weight or Exerts Force Work Environment The employee occasionally lifts up to 25 pounds.

Visions: Specific vision abilities required by this job include Close vision; Distance vision; Peripheral vision; Depth perception; and Ability to adjust focus.

Work Environment: The employee almost continually works in a well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. The physical activity for this position is considered light - performing non-strenuous daily activities of an administrative nature.
